Regulatory projects
The Government's Law 50/1997, of 27 November, stipulates that a public consultation will be conducted through the competent department's web portal prior to the drafting of a regulatory project text. In this consultation, the opinion of the subjects potentially affected by the future regulation and the most representative organisations will be gathered regarding: the problems intended to be solved by the new regulation, the necessity and timeliness of its approval, the objectives of the regulation, and possible alternative regulatory and non-regulatory solutions.
It also establishes that, without prejudice to the consultation prior to drafting the initiative text, when the regulation affects the legitimate rights and interests of individuals, the competent directive centre will publish the text on the corresponding web portal to give a hearing to the affected citizens and obtain any additional contributions that may be made by other individuals or entities.
